The Modern Warfare 3 Vault Edition battle pass isn't working right now because Season 6 of Modern Warfare 2 and Warzone is still underway. This means you cannot use the Modern Warfare 3 Vault Edition battle pass until Season 1 gets underway later this year.
As soon as the first season goes live, you'll have the ability to access the battle pass without having to purchase it.

Unfortunately, there's nothing you can do to fix the lack of Modern Warfare 3 Vault Edition battle pass. You'll have to wait until Season 1 kicks off before you can start completing sectors and unlocking the new content that it will feature.
