This decision you have to make comes at the end of the initial main quest on planet Jedha. You'll be told that there's some research that needs to be completed, and two locations will be presented to you to decide where to go. Should you go to Shattered Moon or Stone Spires first in Star Wars Jedi Survivor?
Regardless of your choice, you can still visit the other location in-game, as this helps progress the campaign more. There won't be any future consequences with either choice you make, either Shattered Moon or Stone Spires.

Choosing Shattered Moon
Shattered Moon has a different environment. It has several platforming areas such as metal grates with multiple traps and winding ziplines. Additionally, you'll also be combatting a hefty amount of droids and Bedlam Raiders.

In terms of the reward that you'll receive after finishing your duties at Shattered Moon, you'll be able to receive the Crossguard Lightsaber Stance. This is a great stance that will allow you to use both your hands for combat in manipulating your lightsaber to shield against enemies and higher guard meters.
Choosing Stone Spires
If you decide to head to Koboh Stone Spires first, you're in for a visual treat as it has a lot of breathtaking sights to see. Do take note though that you'll be solving puzzles here, and perhaps having some fights. You'll have to glide on Relters to get to other rock structures. With that, your main goal in this location would be to realign the lasers to reach the topmost cliffside section of the area.
But the reward for getting through all that hard work is worth it as you can acquire the Koboh Grinder. The tool can be used to activate BD-1. You'll be able to redirect flames to burn away gunk, revealing exit passages and rewards.
