There are two main areas in the whole of Hyrule where you can get heat resistant gear in Zelda Tears of the Kingdom. Those are the Kara Kara Bazaar and Gerudo Town - two spots where you're likely to need them given then desert climes.
However, it's not quite as simple as walking into these locations and scooping up your flame-free clothing.
Instead, specific items of heat resistant gear are available from different locales. The first and most obvious one is the Voe Headband, which you can get from the Kara Kara Bazaar.
This one is pretty straightforward: simply go in there and exchange your currency for this headband that'll protect you from flame while it's equipped. It's enough to deal with the heat of the desert. But the desert is also hiding the rest of the set that'll make even warmer areas no sweat for Link.
The other two pieces of heat resistant gear in Zelda Tears of the Kingdom come from Gerudo Town. But you won't be able to grab these by b-lining it to the city.
To get them, you'll need to head to Gerudo Town and search for a secret shop hidden behind the more obvious clothing store. In that hidden shop, you can snag two other pieces of heat resistant gear. But you'll need to know how to get into the Gerudo Secret Shop first. They don't let just anyone in. And this time, it has nothing to do with how you look.
