As you're playing Pokémon Brilliant Diamond and Shining Pearl and filling out your Pokédex, you're likely going to encounter Pokémon that may have missed the chance to learn certain moves. This isn't always a bad thing, as you can go ahead and relearn Pokémon moves provided you have a Heart Scale lying around.

How To Relearn Moves
In Pokémon Brilliant Diamond and Shining Pearl, you may find that you want your Pokémon to relearn a move. Whether you missed it, or collected them while they'd levelled up long past that move, there is a way for them to relearn moves.
By heading to Pastoria City, there is a house by the lake in front of some berry trees. The man in here is known as the Move Relearner, and by speaking with him, he can teach your Pokémon any old move provided you exchange a Heart Scale with him.
There's a few Pokémon who require certain moves in order to evolve. For example, Lickitung must learn Rollout to evolve into Lickilicky. So, if you picked him up while he was over Level 40 like we did, he's going to need to take a trip to the Move Relearner, as Rollout is only learn at Level 6 for Lickitung. There are a few exceptions when it comes to relearning moves in Pokémon Brilliant Diamond and Shining Pearl. They are that Pokémon cannot learn moves from pre-evolution stages, they cannot relearn TMs, and they cannot relearn Egg Moves. So, keep this in mind when putting together your dream team and selecting the moves to teach them.
Where To Get Heart Scale
Acquiring a Heart Scale, much like any other type of special stone in Pokémon Brilliant Diamond and Shining Pearl, requires a little bit of luck.
You can find the scale, either by chance, when digging in the Grand Underground. Alternatively, after having become Sinnoh Champion and unlocked the Battle Resort, you can then acquire the Super Rod and have a chance of getting a Heart Scale by using this Rod to fish at the Pokémon League.
