Catching a Celebi requires you to complete a Special Research called A Ripple in Time. There are many steps to complete A Ripple in Time and each one comes with its own set of tasks and rewards.

Can Celebi be shiny in Pokemon Go?
Shiny Celebi is available in the game, but the one you encounter after completing A Ripple in Time will always be the regular version. To catch a shiny Celebi, you’ll need to wait for an event that features the Mythical Pokemon.
A shiny Celebi has a pink body with green eyes. The tips of its feelers are also green.
