This is a weekly event that highlights and revolves around a specific pokemon.
From 6 PM to 7 PM local time, Jigglypuff will be will appear more frequently in the wild.

Evolving your Jigglypuff into Wigglytuff is pretty simple, just use 50 candies; and if you evolve the shiny Jigglypuff, you'll then have yourself a shiny Wigglytuff.
How To Catch Shiny Jigglypuff Outside of Spotlight Hour?
Jigglypuff can also be encountered in 2 km eggs as well, so you could, if you're super lucky, hatch a shiny from walking your 2 km eggs.
The shiny will still be available in the wild once the Spotlight Hour ends, you'll just have less chance of encountering the shiny. Your best bet though will be to find a local Jigglypuff nest to increase your chances of finding a shiny.
