Many fans have noted how uncanny the resemblance is between Star Wars' Luke Skywalker and actor, Sebastian Stan. With fans rallying behind the casting, Stan himself made it clear to Esquire that he'd pick up the green lightsaber if the opportunity does arise.
Stan was asked whether he'd play Luke in a Star Wars project. In response, the Winter Soldier star implied he's open to the role:

Sebastian Stan Is Open To Playing Luke Skywalker
A de-aged Luke did make a surprise appearance in The Mandalorian, so Disney isn't shy of returning to younger alumni of the Star Wars ensemble. Numerous Star Wars shows are in the works including Obi-Wan Kenobi and Ahsoka, so the casting could come to fruition through Disney+.
With fans rallying behind the decision, it's very much a possibility because as many know, Lucasfilm isn't shy of adhering to fan service. But it's understandable for the House of Mouse to remain reluctant, given the poor reception towards Alden Ehrenreich's take on Han Solo.
