Simply put, you can only teleport with resources in V Rising if going through caves. When it comes to the Vampire Waygates, however, you can only through if you aren't carrying any resources.
It's definitely inconvenient, because Vampire Waygates are far more common in the V Rising map. There are ten in total, which can be used as many times as you like. Caves, on the other hand, are more infrequent with just four, and can only be used once before they expire.
